Everything about Student Identity@Singapore
GG, I have to say that there is a magic in English speaking country. When every official things you see in the place is in English, it's quite natural to do what Romans do.
And this Storey/Floor will be talking about Student's Pass(STP) Affairs.
As mentioned, I received the email containing the serial for SOLAR, i.e. Student’s Pass Online AppLication & Registration, on 2 Jun., 2022. Everything was quite straight forward. The email also contains the website(https://eservices.ica.gov.sg/solar/index.xhtml) for SOLAR@ICA, i.e. Immigration and Checkpoint Authority, as long as you put the website into your Browser Favourites, you can access and process everything easily.
Select "Foreign Student", and fill in your personal details, including the serial, name, gender, nationality/region, and birthday.
As I have finished everything, there is a "Enquire Payment History" Button. It's obvious that there is no this one for a new guy. The very first thing to do is to "Submit eForm 16".
eForm 16 is an information collection designed for Foreign students. Just fill it within your maximum knowledge and be honest. It could be quite troublesome if you cheat on things related to going abroad.
Actually before submitting eForm 16, you'd better prepare a credit card which is available for VISA, Mastercard, or American Express, NOTE: Union Pay is unavailable for SOLAR@ICA payment.
I haven't got an available credit card after submitting eForm 16, my parents either. It was 6 June when I noticed the problem and my mother and I visited the nearest CCB, i.e. China Construction Bank, and consulted everything about Credit Card Payment. My mother applied for a virtual credit card issued by CCB, which is available for American Express, and Processing Fee, 15 SGD, the most urgent payment, was settled.
During this visit to CCB, I also deposited some money into my CCB×UCAS Debit Card for studying abroad, and by the way activated the abroad payment function. My mother was then suggested to apply for a physical credit card at BOC, i.e. Bank of China, for my more convenient use in Singapore.
The process took about 14 days when I finally received the email notifying me the eForm 16 was in-principle approved on 20 Jun. An In-Principle Approved(IPA) Letter was issued and I can enter Singapore from then on.
However, IPA letter is not a STP. There were 3 things to do, as you see in the picture. First upload the required documents, quite straightforward. Second make payment, with the credit card issued half a month ago, there was no problem. The payment is for the conversion of IPA letter to STP, it was 60 SGD, if my memory served me right.
As for the conversion of IPA letter to STP, there are 2 ways. One is the Offsite Enrollment(OSE), which means the officers of ICA will go to respective schools to accomplish the affairs. An email mentioned this but we failed to look into it. When I arrived at the Hostel on 27 Jul., I found that there was no way for us to participate OSE, because there was a booking and we missed it due to incomplete knowledge of the information given.
The other way is to take the required documents and go to ICA Headquarter duly. When I saw the "Step 3", I just clicked into the e-Appointment and appointed at 8:15, 20 Aug., 2022(The earliest time available at that time). I told my pal and he did so. When we found the OSE Party was over, we were not too sad. At least we still have the appointment. I relogged into the e-Appointment website that day and found that the applications before October were already gone. It was quite necessary to make it somewhat redundant.
Another thing to say about the arrival at Singapore. A SGAC, i.e. Singapore Arrival Card was necessary before your arrival in Singapore within 3 days of your arrival. Comparing to other administrative issues, the SGAC is the most straight forward one, actually.
As for things to take to ICA HQ, they are Passport, IPA letter and a passport size(45 mm* 35 mm) photograph. I did prepare some personal photographs and took it to Singapore, but after rereading the requirements, I double-checked, only to find the photos are smaller than what required. I had to remake.
On 16 Aug., 2022, when I finished the only class at 8:00-10:00, I went into the MRT, rolling to Station Clarke Quey, where I found a photo booth on Google Map.
Actually it seemed that I saw a photo booth at a station I have been to. But when I heard the photos they print ARE 45 mm* 35 mm. I decided to go.
The way to Photo Booth was just the way back home, with 2 stations extension.
The Photos were 8 SGD, 4 copies. He could rob me directly, but he gave me 4 photos. He is so fucking kind, I'm moved.
After that I got an idea, I rode back to Outram Park and decide to do an experiment: How long time are we getting to Lavender, the ICA HQ?
The result was, from 10:40:26, the NEL concourse at Outram Park, which is the very first concourse when we enter the Outram Park Station, to 10:55, the nearest exit to ICA HQ of Lavender Station. The time included transfering from NEL concourse to EWL platform.
And finally, today, 20 Aug., we arrived at ICA HQ and acquired our STP:
STP, settled.
与在坡县取得学生身份有关的一切
寄,不得不说在英语国家有一种魔力。当你目力所及的官方语言全都是英语的时候,入乡随俗,用英语想事儿做事儿倒也颇为自然。
本楼将会说明申请学生准证的事宜。
此前提到,我在6月2日收到了国大发来的包含用于SOLAR(即学生准证在线申请登记系统)的序列号,这下所有的事情都很直接了。这邮件还包含了SOLAR@ICA(ICA即新加坡移民和关卡局),只要你把这个网站放进浏览器收藏夹,登录做事什么的都是很简单的。
选择“外国学生”,填写个人信息,包含序列号,姓名,性别,国家/地区以及生日。
当然我算是二周目玩家了,有这样一个“查看支付历史”的按钮。对于新人来说这个按钮显然不能有,第一件事情是要提交16号电子表格。
16号电子表格是专门为收集外国学生信息设计的。知道多少写多少,别造假。出国这种事儿造假要是栽了很要命的。
其实你们最好在提交16号电子表格之前,准备一张可以通过VISA、万事达或者American Express协议支付的信用卡。切记:SOLAR@ICA不接受银联。
在提交16号电子表格之后我才发现我没有可用的信用卡,我家里人也没有。我们是6月6号发现的这个问题,然后我和我妈就去造访最近的建行,了解了一些信用卡支付的基本知识。我妈办了一张虚拟的建行信用卡,支持American Express的,总算把这个15新元的手续费给交了,解决了燃眉之急。
这趟去建行,我给我这张建行gkd联名卡存了点儿钱,顺便开通了境外支付。家母则被建议去中国银行办张实体卡,这样我在坡子用着方便。
整个过程大概耗费14天。 我最终收到那封告诉我我的16号电子表格已经被原则上批准的时候是6月20日,与此同时,我获得了IPA信(原则批准信),自此我就可以进入新加坡共和国国境了。
然而,原则批准信并非学生准证。如图所见,还有三件事要做。首先是上传必要的文件,还是挺简单的。接着再支付费用,半个月前的刚获得的信用卡,新鲜的不可能出问题。这次支付是为了把原则批准信转换为学生准证,我没记错的话好像是60新元。
至于这个换准证的事,有两种办法。一种是校内换准证(OSE),ICA的官员会到学校给学生办事。此前有一封邮件提到过这件事,但我们没仔细读。27号到了坡子,我发现其实我们已经没法参加OSE了,因为这玩意儿要预约,我们没好好看邮件都不知道这件事。
另一个办法是自个儿带着文件去ICA本部办事儿。当我看到上图页面有个步骤3的时候,我直接点了进去,预约了8月20日早8:15的办事(这是我能约到最早的了)。我跟队友说了,他也约那会儿了。当我们发现校内换准证这种好事“已经结束啦”!我们倒也没怎么沮丧。至少咱还预约了。我那天重新登了预约网站然后发现十月份以前全tm没了,有的时候嘛,打点儿冗余还是必要滴。
到坡子还有一件事儿要说。你需要填写一份新加坡入境卡(SGAC),在到达之前,3天之内提交。比起其它行政事务,这玩意儿其实已经是最直爽的。
需要带去ICA本部的东西有护照,原则批准信和一张护照尺寸(45×35 mm2 )的照片。我确实准备了几张,还带来了坡子,但当我重新翻阅那些要求的时候,才发现我照片拍小了,得重来。
8月16日,我上完了这天唯一的早八,我钻进了地铁站,前往我在谷歌地图上搜到的一家自助证照棚子,它在克拉码头站。
事实上我老早记得我曾经在我到访过的一个地铁站看到过照相棚子,但当我听说这个照相棚子的照片正好就是45乘35时,我决定冲了。
从国大到照相棚子几乎和回家的路没啥区别,坐过两站就行。
这些照片8 SGD,共4份。他本来可以直接抢我钱,但还给了我4张照片,他真的,我哭死。
在那之后我来了主意,我坐地铁回到欧南园,打算做个实验:从这里到ICA本部的劳明达站需要多久呢?
结果是,从10:40:26到欧南园的NEL站台到10:55到达离ICA本部最近的出口,这段时间甚至包含了从NEL线站厅换到EWL线站台上。
最终,也就是今天8月20日,我们到达了ICA本部,获得了我们的学生准证。
学生准证,搞定。
